On June 10-12, 2019, a joint investigation team of CASS Law Institute and the Department of Justice of the Government of Yunnan Province, carried out investigation on the the rule of law safeguard for the construction of the “Belt and Road” in Dehong Autonomous Prefecture. Members of the investigation team included Professor Li Zhong, Head of the Department of the Rule of Law Strategy of CASS Law Institute and CASS Institute of International Law, Professor Chen Xinxin, Deputy Head of the Department, and Mr. Qin Shaojun, Director of the Research Center of the Department of Justice of the Government of Yunnan Province.

On June 11, the investigation team organized a seminar on the rule of law safeguard for the construction of the Belt and Road, at which the participants exchange opinions on the difficulties and problems encountered in the foreign-related work in the prefecture. Members of the investigation team also carried out in-depth discussions with local officials and experts on such issues as the current situation, existing legal risks, and proposals of improvement of local trade with neighboring countries, mechanism for the resolution of cross-border disputes, the establishment of a regional international arbitration tribunal and a regional transnational RMB settlement center, the protection of personal rights and investment of Chinese citizens in neighboring countries, and the state supports needed by the local governments in the construction of the Belt and Road.

On June 12, the investigation team carried out on-site investigation at relevant government organs and enterprises in Ruili City.
