At the invitation of the Legal Affairs Department and Education and Youth Department of the Government of Macao SAR, an eight-member CASS delegation, led by Professor Mo Jihong, Director of CASS Institute of International Law, carried out investigations on the “Prevention of Legal Risks of and Construction of Legal Mechanisms for the Belt and Road Initiative” in Macao on May 3-5, 2019.
“Prevention of Legal Risks of and Construction of Legal Mechanisms for the Belt and Road Initiative” is a large-scale investigation project undertaken by CASS Law Institute and CASS Institute of International Law for the period from 2019 to 2022. Under this project, the project team will carry out a series of investigations in different countries and regions and Macao was the first stop of the investigation series. The subjects under investigation in Macao mainly included: the legal positioning of Macao in the Belt and Road Initiative and in the construction of Guangdong-Hong Kong-Macao Greater Bay Area; the role played by Macao in the legal cooperation mechanism of Guangdong-Hong Kong-Macao Greater Bay Area, and the successful experiences of Macao in “ruling Macao by law” and “creating law-based business environment”. Although Macao is small in terms of its size, the Government of Macao SAR is endeavoring to build the SAR into a world center of tourism and leisure and the trade cooperation and service platform between China and Portuguese-speaking countries. As such, Macao occupies an important strategic position in the construction of the “Belt and Road”.
