The third-party assessment of the work of “basically overcoming difficulties in enforcement” by Chinese courts, carried out by an assessment team led by CASS, has recently been completed, thus bringing the work of “basically overcoming difficulties in enforcement” by people’s courts in the whole country to a successful conclusion. As the first independent third-party assessment of court work commissioned by the highest judicial organ in China and carried out by an academic institution, it has a milestone significance in Chinese judicial history. Adhering to such principles as setting indicators in accordance with law, carrying out assessment in a scientific and objective way, attaching importance to standardized operation, highlighting the key issues, and promoting the bright spots, the assessment team has established different index systems for courts with different functions and at different levels and carried out assessment of the work of “basically overcoming difficulties in enforcement” of over 700 courts throughout the country. The assessment shows that people’s courts in general have reached the standards of various assessment indices, and the primary objective of “basically overcoming difficulties in enforcement” has already been realized. In the future, China still needs to further construct and improve a long-term mechanism for overcoming the difficulties in enforcement.
