Liu Jingdong: Promoting the Development of the Rule of Law Safeguards for the Creation of a New Pattern of Comprehensive Opening-up to the Outside World

The activity of “One Hundred Lectures by One Hundred Jurists: the Lecture on the Rule of Law in South Guangdong Province” was held at the Department of Commerce of Guangdong Province in Guangzhou City on April 12, 2019. The lecture, entitled “Promoting the Development of the Rule of Law Safeguards for the Creation of a New Pattern of Comprehensive Opening-up to the Outside World”, was given by Professor Liu Jingdong, Head of the International Economic Law Department of CASS Institute of International Law and Vice Chairman of the WTO Law Research Committee of China Law Society.

In the lecture, Professor Liu systematically expounded the indispensable role played by the rule of law in the creation of a new pattern of comprehensive opening-up to the outside world and the rule of law connotation of comprehensive opening-up to the outside world. He introduced the five main rule of law approaches to creating a pattern of comprehensive opening-up in China, namely constructing the “Belt and Road”, building China into a strong trade power¸ building China into a strong power of investment, constructing free trade ports, and liberalizing and facilitating trade and investment, and analyzed the significance and influence of the Foreign Investment Law in promoting the creation of a new pattern of comprehensive opening-up. He believes that the creation of a new pattern of comprehensive opening-up is an important strategic task of China as well as the key to the development of an open economic in China and that adhering to the rule of law as the objective and ideological guidance is the correct way for China to seize the opportunity and overcoming difficulties in the creation of a new pattern of comprehensive opening-up.

The lecture was presided over by Mr. Liang Weifa, Chairman of Guangdong Law Society, and attended by over 200 people, including civil servants from the Provincial Department of Commerce, cadres above the middle level of public institutions directly under the Provincial Government, and relevant leaders of Guangdong Law Society.
