A Delegation of CASS Law Institute Attends Eurasian Ant-Corruption Forum in Russia

On March 19-22, 2019, a three-member delegation of CASS Law Institute, head by Professor Chen Guoping, Deputy Director of the Institute, attended the Eighth Eurasian Ant-Corruption Forum in Moscow, Russia. The other two members of delegation were Professor Huang Fang, a research fellow at the Department of Criminal Law of the Institute, and Professor Xie Zengyi, Head of the Research Coordination and International Cooperation Department of the Institute.

The forum, which took “Law against Corruption: Mission and New Trends” as its theme, was attended by representatives from 12 countries, including China, Russia and Hungary. At the plenary meeting of forum, Professor Chen Guoping gave a keynote speech entitled “The Reform of the Supervisory System in China: Basic Situation and Significance”, in which he introduced the process of reform of the supervisory system in China, the differences between the old and the new supervisory systems, the significance of the reform of the state supervisory system and the achievements made by China in the fight against corruption after the establishment of new state supervisory system.

At group meetings, Professor Huang Fang gave a speech entitled “Giving Full Play to Illegal Immigrant Repatriation Procedures to Raise the Efficiency of Pursuit of Fugitives Abroad by China”, in which she introduced the achievements made by China in pursuing fugitive corruption officials and covering their stolen properties. Professor Xie Zengyi gave a speech entitled “the Supervisory System under the Chinese Company Law”, in which he analyzed the position, functions and powers of boards of supervisors in Chinese companies and their role in supervising members of board of directors, and preventing corruption.

On the afternoon of March 20, members of the delegation visited the Institute of Legislation and Comparative Law under the Government of Russian Federation and held a meeting with Professor Talia Khabrieva, the director of the Institute. At the meeting, the hosts and guests reviewed the exchange and cooperation between the two institutes in the past years and reached extensive consensus on further deepening the exchange and cooperation in such fields as joint research, and exchange of students, scholars and information.

On the morning of March 21, the delegation attended the Sino-Russian Anti-corruption Roundtable, held at the Institute of Legislation and Comparative Law under the Government of Russian Federation. Professor Chen Guoping and Professor Chernogor N. N., the deputy director of the Institute of Legislation and Comparative Law under the Government of Russian Federation, each gave a speech at the roundtable, in which they fully confirmed the important role played by the rule of law in the fight against corruption. Professor Chen Guoping introduced the achievements made by China in recent years in reforming the supervisory system, strengthening the work style construction, fighting against corruption, and improving the system of property declaration by public officials. Professor Huang Fang introduced the situation of duty-related crimes committed by public officials in China and the achievements made by China in anti-corruption law enforcement in recent years.

On the afternoon of March 21 and the morning of March 22, the delegation visited the Fareast Research Institute of the Russian Academy of Science and Russian Foreign Trade Academy and carried out in-depth discussions with the leaders and staff members of these two institutions on the cooperation in the exchange of scholars, students and materials.
