The Commercial Law Circle Roundtable: “Legal Safeguard for the Implementation of the Science and Technology Innovation Board Registration System”, organized by the Commercial Law Department of CASS Law Institute, was successfully held in Beijing on March 19, 2019. The roundtable, aimed at exploring the frontier issues of theory and practice of commercial law and promoting the academic research and construction of the rule of law in the field of commercial law, was attended by experts and scholars from a number universities, research institutions, law firms and securities companies in China.

At the opening ceremony, Professor Chen Jie, the head of Commercial Law Department of CASS Law Institute, gave a speech in which she analyzed the basic theoretical issues relating to the institutional innovation of the science and technology innovation board registration system in China and gave the participants an introduction to the commercial law studies carried out by the researchers of CASS Law Institute.

Next, the participants gave keynote speeches and carried out discussions on various issues relating to the theme of the roundtable, including the institutional innovation and implementation of the science and technology innovation board registration system, the difficulties in the implementation of the “one market, two system” registration system in China’s capital market, the similarities and differences between the science and technology innovation board registration system and the securities issuance approval system, the innovative nature of the science and technology innovation board and the necessity of improving the related risk prevention mechanism, the challenged posed by the science and technology innovation board to enterprises, intermediaries, and other market players, and the legal relationship between sponsors and investors and the application of the advance payment system.

At the end of the roundtable, Professor Zhao Lei, the deputy head of the Commercial Law Department of CASS Law Institute, made a concluding speech, in which he summarized the issues discussed in the roundtable, including the impact of the science and technology innovation board on the capital market, the effect of institutional innovation of the science and technology innovation board, and the conflict between the rules of the science and technology innovation board and the current laws and regulations in China.
