Professor Mo Jihong Gives Lecture on Ruling the Country by the Constitution in Macao

The Series of Activities in Celebration of Macao’s Return to China: Lectures on Ruling the Country by the Constitution in Commemoration of the 25th Anniversary of the Adoption of the Basic Law of Macao Special Administrative Region, jointly organized by the Association of Patriotic Education of Macao Youth and Association of Popularization of Law in Macao, was held in Macao on December 14, 2018.

At the opening ceremony, Mr. Huang Jialun, Chairman of Association of Patriotic Education of Macao Youth, and Mr. Su Jianfeng, Chairman of the Association of Popularization of Law in Macao, each gave a peach, in which they expressed the hope that the participants of the activity would conscientiously study the Amendment to the Chinese Constitution and Xi Jinping’s Thought on Socialism with Chinese Characteristics in a New Era, inherit and carry forward the tradition of loving the motherland and loving Macao, promote the practice of ruling Macao by the Constitution and by law, continuously break new ground in the implementing the policy of “one country, two systems”, and fulfil the historical task of national rejuvenation.

The lecture, entitled “Upholding the Authority of the Constitution, and Advancing the System of Ruling the Country by Law”, was given by Professor Mo Jihong, Director of CASS Institute of International Law. In the lecture, Professor Mo explained, in light of the spirit of the Nineteenth National Congress of the Communist Party of China (CPC) and the 2018 Amendment to the Chinese Constitution, the basic requirements and the whole process of the revision of the Chinese Constitution, as well as the formal characteristics and the significance of the content of the 2018 Constitutional Amendment. Professor Mo pointed out that the constitutional amendment has the following significances: it is the vivid embodiment of the practice of the CPC of ruling the country by law in a comprehensive way; it provides powerful constitutional safeguards for the realization of the Chinese Dream; it constitutes a successful experience of the CPC in state governance; and it is conducive to better implementing the Constitution, giving full play to the regulatory, leading, promotive and safeguarding role of the Constitution and upholding the authority of the Constitution as the basic law of the country.
