Zhou Hanhua: Rapid Progress Has Been Made by China in the Construction of the Rule of Law in the Field of Post and Express Delivery Service

The Forum the Development of Post and Express Delivery Service against the Background of the Internet” was held in Beijing on November 18, 2018. The forum was jointly sponsored by the Development and Research Center of the State Post Bureau and the Cyber and Information Law Research Committee of China Law Society and attended by representatives from the post and express delivery service industry, competent government organs, and the academic circle. At the forum, the participants explored the achievements and future trend of development of the construction of the rule of law in the fieldspost and express delivery service and e-commerce in China.

Professor Zhou Hanhua, Assistant Director of CASS Law Institute and Executive Vice President of Information Law Research Committee of China Law Society, gave a speech at the forum in which he pointed out that, apart from the Interim Regulation on Express Delivery and the E-commerce Law, the General Office of the State Council issued the Guiding Opinions of on Advancing the Collaborative Development of E-commerce and Express Delivery Logistics in 2018, and the Measures for the Administration of Express Delivery Business Licensing, promulgated by the Ministry of Transportation, will come into force on January 1, 2019. The construction of the rule of law in the field post and express delivery service and e-commerce in China in 2018 can be described as “advancing by leaps and bounds”. In the legislative plan of the new National People’s Congress, the protection of personal information and data security are closely related to the development of the express delivery service industry. The adoption and revision of important laws in other fields of administrative management will also trigger chain reactions in the express delivery service industry.
