The white paper “The Facts and China's Position on China-US Trade Friction”, issued by the State Council Information Office on September 24, 2018, gives a detailed account of the China-US trade friction and elaborates the responses given by the Chinese government to all the allegations made by the US against China. In a recent interview by Hong Kong China News Agency, Professor Liao Fan, a research fellow at CASS Institute of International Law, pointed out that the responses given by the white paper to the US allegations are generally consistence with a series of statements previously made by Chinese government, but more systematic and supported by a large amount of facts, statistics and legal provisions, and thereby are conducive to clarifying the China-US trade friction, and building consensus for a reasonable solution to the trade friction: “the white paper plays two key roles: firstly, it clarifies the facts and shows to the world who between the US and China is promoting the reasonable solution of their trade disputes and who is continuously stirring up troubles; secondly, it reiterates the firm stance taken by the Chinese government on the trade friction, namely China will make sincere efforts to solve the trade disputes in good faith, but will never compromise on its fundament interests.” Moreover, the white paper has also criticized the trade protectionism and trade bullyism practices of the US administration and enumerates their harms to the world economy. Professor Liao pointed out that the current free trade system was established under the US dominance, but now the US is trying to undermine this system, causing direct harms not only to the bilateral trade between China and the US, but also to the world economy. The white paper exposes such harms to the world.
