The launching ceremony of the Rule of Law Collaborative Innovation Center of Zhuhai Special Economic Zone was recently held at Zhuhai Hengqin Innovation and Development Institute in Zhuhai City, Guangdong Province. The Center is jointly established by CASS Law Institute, the Standing Committee of the People’s Congress of Zhuhai City, the Administrative Committee of Hengqin New District of Zhuhai City, and Zhuhai Hengqin Innovation and Development Institute as the research base of CASS Law Institute in the Guangdong-Hong Kong-Macao Greater Bay Area. The purpose of the Center is to provide intellectual support to the legal collaboration and rule coordination in the Guangdong-Hong Kong-Macao Greater Bay Area. In the future, the center will play an important role in the local legislative activities, the exchange between legal think tanks in Mainland China and those in Hong Kong and Macao, the establishment of “Intelligent Legislative Lab”, and the implementation of post-doctoral research programs in the field of the rule of law in the Guangdong-Hong Kong-Macao Greater Bay Area.

Professor Chen Su, Director of CASS Law Institute and a member of CASS Academic Committee, attended the launching ceremony of the Center on June 3, 2019. In a speech given at the ceremony, he pointed out that the Guangdong-Hong Kong-Macao Greater Bay Area is the region in China with highest degree of openness and the most dynamic economy. The construction of the area is a new attempt by China at promoting comprehensive reform and opening-up in a new era, as well as a new practice of promoting the development of “One Country, Two Systems”. Experience shows that cooperation, exchange, coordination and development are first and foremost the cooperation, exchange, coordination and development of rules. The primary purpose and task of the center is the coordination of rules in the Guangdong-Hong Kong-Macao Greater Bay Area. He stressed that CASS Law Institute will reply on its strong research force, cooperate with its partners, and organize high-quality research resources to build the Center into an influential research institution with strong organizational and innovative capacity.

 

After the ceremony, CASS Law Institute, the Standing Committee of the People’s Congress of Zhuhai City, and the Administrative Committee of Hengqin New District of Zhuhai City, jointly issued letters of engagement to the first batch of research fellows of the Center.
