The Expert Seminar on the National Security Education Day was held at CASS Law Institute in Beijing on April 12, 2019. The seminar, co-sponsored by Coordinating Group on the Compliance and Publicity of Law of the Committee on Ruling the City by Law in a Comprehensive Way, the National Security Office, and the Publicity Department of the Party Committee of Beijing Municipality, the Judicial Bureau and the Law Society of Beijing Municipality, and organized by CASS Law Institute, CASS Institute of International Law and the Center for Rule of Law Publicity and Education and Public Law Research Center of CASS Law Institute, was aimed at implementing the Overall Outlook on National Security put forward by Party Secretary General Xi Jinping, enhancing the legal awareness of the government and the public, and strengthening the effect of publicity of law and legal education. It was attended by leaders of the Judicial Bureau of Beijing Municipality and Beijing Law Society, as well as experts and scholars from CASS, Tsinghua University, Capital Normal University, and China University of Political Science and Law. At the seminar, the participants carried out in-depth discussions on national security education and some key legal issues of national security, such as data security, economic security, the security of the people, extraterritorial application of the National Security Law, protection of Chinese security and interest overseas, and the Antiterrorist Law.
Professor Mo Jihong, Director of CASS Institute of International Law, introduced the activities carried out by CASS Law Institute and CASS Institute of International Law in the past years and gave a keynote speech on the legislative guarantee of data security.
Professor Li Zhong, Head of the Rule of Law Strategy Department of CASS Law Institute and CASS Institute of International Law, gave a speech entitled “reflections on the strengthening of national security education”.
Professor Yu An from Tsinghua University gave a speech entitled “Guarantee of National Economic Security”.
Professor Liu Xiaomei, a research fellow at CASS Institute of International Law, gave a speech on issues relating to the extraterritorial application of the Chinese National Security Law.
Professor Dai Ruijun, an associate research fellow at CASS Institute of International Law, gave a speech on the protection of Chinese security and interests overseas.
Dr. Wang Jiang, a post-doctoral researcher at CASS Law Institute, gave a speech “reflections on anti-terrorist and anti-extremist countermeasures”.
